Returns whether value is a valid RTP stream identifier.

RFC 8852 section 3 constrains RtpStreamId and RepairedRtpStreamId to 1-255 ASCII alphanumeric octets. RFC Editor errata 7132 applies the same bound to RFC 8851 rid-id.
